Biography
Kay Chopard, J.D., is the Executive Director of the Kantara Initiative. Kantara is a nonprofit membership organization that works on a variety of identity-related topics and programs. Kantara offers the only conformity assessment program for assessing and issuing trustmarks for compliance with NIST SP 800-63 Digital Identity Guidelines. Kantara is also an internationally recognized certification body, accredited under ISO 17065, and conducts audits and conformance assessments in the UK for the Digital Identity and Attributes Trust Framework (DIATF). The members of Kantara work in the identity industry and primarily engage through workgroups focused on emerging and critical issues. Topics being addressed by these workgroups include Privacy Enhancing Mobile Credentials (PEMC), User Managed Access (UMA), Anchored Notice and Consent Receipts (ANCR), Deepfake Threats to IDV for Identity Proofing (Deepfakes), and Resilient Identifiers for Underserved Populations (RIUP). New groups forming now and open to membership are the Shadow AI in the Workplace, Trusted Traction Assurance, and Biometric Data Management. Ms. Chopard has worked in government at the local, state, and federal levels for more than 20 years. She has served as the CEO of several nonprofits, including the National District Attorneys Association, Identity Ecosystem Steering Group, and National Criminal Justice Association. She is based in the DC-Metro area. She is admitted to the practice of law in Iowa and to the U.S. Supreme Court. She speaks internationally and has written multiple publications, white papers, and articles for the legal profession as well as in the field of digital identity.
